The BP oil spill in the Gulf of Mexico has the potential to destroy the most productive fishery in the world, according to Mobile Baykeeper, the largest environmental advocate in the Gulf Coast. World leaders have failed to deliver on commitments made in 2002 to reduce the global rate of biodiversity loss by 2010, and have instead overseen alarming biodiversity declines. These findings are the result of a new paper published in the leading journal Science and represent the first assessment of how the targets made through the 2002 Convention on Biological Diversity (CBD) have not been met. Compiling over 30 indicators-measures of different aspects of biodiversity, including changes in species' populations and risk of extinction, habitat extent and community composition-the study found no evidence for a significant reduction in the rate of decline of biodiversity, and that the pressures facing biodiversity continue to increase. The recently passed health care reform legislation will require significant investment in IT solutions and system upgrades throughout its implementation. Nearly three-quarters of Americans consider bullying and harassment a serious problem in their local public schools, though not as serious as illegal drugs and lack of respect for teachers, according to a new survey by the nonpartisan, nonprofit research organization Public Agenda. More than one-third of Americans (35 percent), including 39 percent of parents, say they were bullied themselves when growing up. But only 8 percent of the public and 10 percent of parents say they were bullied "a lot." As financial reform works its way through the Senate, a new study by the National Community Reinvestment Coalition (NCRC) indicates that subprime lending and subsequent resulting foreclosures were led by the private market and contained a clear racial component not explained by objective underwriting criteria. African American and Latino borrowers were more likely to receive a subprime loan, and to go into foreclosure, than similarly situated white homeowners, controlling for credit risk and other borrower, neighborhood and loan characteristics. The Government Sponsored Enterprises (GSEs) appeared to have a moderating effect on risky and abusive lending practices; privately securitized loans went into foreclosure twice as often as loans backed by the GSEs. Lung Cancer Alliance acknowledges the on-going work by the Office of Disease Prevention (ODP) at the National Institutes of Health (NIH) on lung cancer screening research and the need for people who may be at risk for lung cancer to be well informed. Slightly more than 72 percent of U.S. households believed to be occupied mailed back their 2010 Census forms, the same rate that was achieved in 2000, the U.S. Census Bureau announced today. In the fall of 2010, the Census Bureau will release a final "mail return rate" after census workers double-check the occupancy status of all households that didn't return a census form. Diabetes affects more than 23 million people in the United States today and another 54 million people have pre-diabetes, according to the Centers for Disease Control and Prevention (CDC). AstraZeneca will pay the federal government $520 million in civil fines to settle charges of off-label marketing of the powerful antipsychotic drug Seroquel. Four months after the Obama administration missed its deadline to close Guantanamo, the deeply flawed military commissions system has resumed there with closely watched pre-trial proceedings in the case of Omar Khadr beginning this week. AJC has condemned Arizona's new immigration law, calling it "a setback in national efforts to achieve immigration reform." The Arizona law, expected to go into effect this summer, will allow local law enforcement to stop anyone, if there is reason to suspect they are illegal immigrants, and arrest those unable to produce proper immigration documents. "We regret Gov. Brewer's decision to sign this misguided law," said Richard Foltin, AJC's Director of National and Legislative Affairs. Today, news broke of the Republican National Committee's continuing distribution of a misleading fundraising mail piece which claims to be a "Census Document." Reported incidents of mortgage fraud and misrepresentation by professionals in the mortgage industry in the U.S. are continuing to climb and increased by 7 percent from 2008 to 2009, according to a new report released today by the Mortgage Asset Research Institute, a LexisNexis service. The Department of Justice announced today that it will not challenge a proposal by the Hospital Value Initiative (HVI) to establish an information exchange program that will provide data on the relative costs and resource efficiency of more than 300 hospitals in California. The department said the proposed information exchange may reduce health care costs by improving competition among hundreds of hospitals in California and facilitating more informed purchasing decisions by group purchasers of health care services. The American Red Cross is providing shelter, food, and comfort to people across the South as they deal with the aftermath of the deadly tornadoes that swept through the area over the weekend. The severe weather hit several states, including Mississippi, Texas, Louisiana, Alabama, Tennessee and South Carolina. Mississippi was hardest hit with numerous tornadoes touching down Saturday. As Senator Dodd and Senator Shelby continue to meet and search for a bipartisan financial regulatory reform bill, the Committee on Capital Markets Regulation (CCMR), an independent, non-partisan research organization and proponent of broad financial regulatory reform, has sent congressional leaders a letter outlining a blueprint for a compromise that would achieve practical and effective financial reform legislation. In the 37-page letter, the CCMR comprehensively evaluates all major elements in the financial reform proposals that have emerged from Senate committees, but focuses especially on four as areas ripe for compromise. A new law that took effect in February calls for substantial new penalties on doctors for something they are doing every day, sending e-mails that include patient information, without encrypting the e-mail. So, the doctor who answers a patient's e-mail asking for medical advice, and does it without encryption, is breaking the law, and is potentially subject to penalties and fines that can go as high as $1.5 million in a single year! Many medical professionals remain unaware of the Health Information Technology for Economic and Clinical Health (HITECH) Act. Lung Cancer Alliance (LCA) hailed today's release of "Out of the Shadows: Women and Lung Cancer," a groundbreaking report issued by the Mary Horrigan Connors Center at Brigham and Women's Hospital, a teaching affiliate of Harvard Medical School. Today, economist Coleman Bazelon of The Brattle Group released a new report, "The Employment and Economic Impacts of Network Neutrality Regulation: An Empirical Analysis," that highlights the effects proposed net neutrality regulations would have on the broadband industry and the U.S. economy. The research was sponsored by Mobile Future, the non-profit, non-partisan coalition of technology businesses, non-profit organizations and individuals dedicated to advocating for an environment in which innovations in wireless technology and services are enabled and encouraged. The study found that the net neutrality regulations currently under consideration by the Federal Communications Commission (FCC) would negatively impact the broadband sector and job growth in the U.S. Full release. Taking a cue from the banking industry, credit union regulators are about to issue stern instructions to examiners to remind them to take action fast when they spot financial trouble at a credit union, The Safety & Soundness Report reveals. The National Credit Union Administration is drafting a Supervisory Letter on Administrative Remedies and Enforcement Actions, which will be completed by late next month, the credit union newsletter reports in an exclusive story in its April 26th issue. NCUA officials told the publication that the letter was a response to "the level of problem credit unions." The letter will instruct examiners to follow-up "on agreed upon actions and other enforcement action." Credit unions can expect stronger, faster responses from regulators, the newsletter reveals. Sixty Soldiers in the U.S. Army Reserve were honored today in the fifth annual National Capitol Reenlistment Ceremony on Capitol Hill to mark the U.S. Army Reserve's 102nd anniversary. Among the Soldiers reenlisting were a Silver Star recipient, combat veterans, a Hurricane Katrina volunteer and an expectant mother. In the days prior to the ceremony, the 60 Soldiers and their families toured the Pentagon, the U.S. Capitol, the Library of Congress, and witnessed a wreath laying ceremony at Arlington National Cemetery.
