Communities and nonprofits across the country are gearing up for a record number of volunteers on the Martin Luther King Jr. Federal holiday, fueled by President-elect Obama's call for Americans to serve on King Day and throughout the year. Organizers of the annual service day say momentum is building in the wake of the President-elect's call and the timing of the holiday coming one day before the Inauguration. In addition to asking Americans to serve, President-elect Obama, Vice President-elect Biden, and their families will participate in service on the January 19 holiday in the Washington D.C. area. Speaker Nancy Pelosi and House Budget Committee Chairman John Spratt today announced their support for Dr. Douglas W. Elmendorf to become Director of the Congressional Budget Office. Under the Budget Act, the Director is appointed by the Speaker of the House and the President Pro Tempore of the Senate, after considering recommendations from the House and Senate Budget Committees. By custom, the House and Senate alternate in taking the lead role on the CBO Director's selection; this time it is the House's turn. With Congress poised to act to end the secret ballot right of employees choosing representation, a national movement to protect the secret ballot in state constitutions launched today in Washington, DC, and in five states. The Chicago chapter of the Council on American-Islamic Relations (CAIR-Chicago) today condemned an arson attack on a Chicago synagogue as "reprehensible." The incident occurred just before 2 a.m. Monday at Temple Sholom on North Lake Shore Drive. An individual allegedly threw an incendiary device against the wall of the synagogue causing a small fire. Life for Relief and Development (LIFE), a U.S.-based charity, has begun providing emergency humanitarian relief to the civilian victims of the recent conflict in Gaza. The Council on American-Islamic Relations (CAIR) today issued a statement calling on the Bush administration to take concrete actions to restore the flow of humanitarian aid to the civilian population in the Gaza Strip and to help reinstate the cease-fire that an Israeli newspaper admits was "unilaterally violated" by Israel. Multinational Monitor magazine has released its annual list of the 10 worst corporations of the year. The companies on the list are: AIG, Cargill, Chevron, Constellation Energy, CNPC, Dole, General Electric, Imperial Sugar, Philip Morris International and Roche. This is the WashingtonWatch.com federal legislative update for the week of December 29, 2008. Just before the beginning of the 2009 fiscal year in October, Congress passed a temporary spending measure to fund the operations of the government until March. Without action early in the next Congress, though, funding for much of the government will run out. The stopgap bill passed in September set full year FY 2009 funding levels for Defense, Homeland Security, and Military Veterans. It spent about $8,000 per U.S. family. But the rest of the government's operations remain unfunded past early March. Full release

A criminal information was filed today in federal court charging a wholly owned subsidiary of ExxonMobil Corporation with violating the criminal provisions of the Clean Water Act in connection with a spill of approximately 15,000 gallons of diesel oil into the Mystic River from ExxonMobil's oil terminal in Everett, Mass. Seniors and residents with disabilities have nine days to submit Property Tax/Rent Rebate program applications before the Dec. 31 deadline. The American Petroleum Institute should do more to resist OPEC's manipulation of the price of oil, says John W. Rich, Jr., a leader in the domestic waste coal and biomass to diesel fuel effort. U.S. acreage planted with organic cotton increased for second straight year, according to research compiled by the Organic Trade Association (OTA). Analysis of available data found that the total acres planted in organic cotton grew from 8,510 in 2007 to 9,279 in 2008, constituting a nine percent increase. Harvest acreage figures for 2008 are not yet available. Other findings show 14,025 bales of organic cotton were harvested in 2007, representing a 73 percent increase over the previous year, when the total number of bales was 8,116. The U.S. organic cotton harvest represents about 2.1 percent of total global organic cotton production. Full release.

Fiat S.p.A. (Fiat), an Italian corporation based in Turin, Italy, has agreed to a $7 million penalty for illegal kickbacks paid to officials of the former Iraqi government by three of its subsidiaries, Acting Assistant Attorney General Matthew Friedrich of the Criminal Division announced today. Fiat agreed to pay the fine as part of a deferred prosecution agreement with the Department. The matter is part of the Justice Department's ongoing investigation into the U.N. Oil for Food program. Michael Connell, the Bush IT expert who has been directly implicated in the rigging of George Bush's 2000 and 2004 elections, was killed last night when his single engine plane crashed three miles short of the Akron airport. Velvet Revolution ("VR"), a non-profit that has been investigating Mr. Connell's activities for the past two years, can now reveal that a person close to Mr. Connell has recently been discussing with a VR investigator how he can tell all about his work for George Bush. In the final weeks of Republican control of Washington, the Bush Administration's OSHA has entered into a nearly toothless settlement agreement with Cintas over lethal violations in its laundries. The agreement attempts to resolve six OSHA cases relating to citations against Cintas for safety hazards at laundry facilities across the country, including hazards that led to the March 2007 death of Cintas worker Eleazar Torres Gomez. Four leading civil liberties and human rights organizations today urged President-elect Obama to implement "an unqualified return to America's established system of justice for detaining and prosecuting suspects" when he fulfills his pledge to shut down the Guantanamo Bay prison camp and military commissions. In a letter delivered to the presidential transition team, the American Civil Liberties Union, Amnesty International USA, Human Rights First and Human Rights Watch state that they "categorically oppose the creation of any other ad-hoc illegal detention system or 'third way' that permits the executive branch to suspend due process and hold suspected terrorists without charge or trial, essentially moving Guantanamo on-shore." On Monday, January 12th, 2009 Matt Dillon and Sarah Jessica Parker will join Refugees International to host a one-night only performance of the critically acclaimed George Packer play, Betrayed, at the Kennedy Center's Terrace Theater. The play follows the stories of three young Iraqi translators as they risk their lives for Americans in Iraq. The production, and the article in The New Yorker it was based on, drew national attention to the Iraqi refugee crisis.
